Create virtual card

Creates a new virtual card linked to a balance or customer

This endpoint issues a new virtual card for a user. You must provide either the `balance_id` or the `customer_id`. If `balance_id` is provided, `customer_id` will be inferred automatically. A card campaign can also be optionally specified.
